Why Has My Bill and Payment Location Changed?

Ector County Utility District began managing its own billing, payments, and customer service beginning September 10, 2021.

Ector County Utility District (ECUD) has been providing water to West Odessa since 1976.

Even though ECUD is your water provider in West Odessa (outside of the city limits), the City of Odessa has been billing you and receiving your payments on behalf of ECUD since that time. This changed beginning September 10, 2021.

ECUD purchases water wholesale from the City of Odessa to supply their customers.

What Changed?

  • Your account number - your account number will be the 15 digit number listed on your bill.

  • After you receive your account number, you will need to sign up for our Customer Portal to access your account information (this will be available starting on Friday, September 10, 2021.)

  • Any prior auto pay/login details will not be transferred. To continue your recurring payment, you will need to sign up in the Customer Portal.

  • Your payments to EMS Lifeline Services will stop. EMS Lifeline Services is a City service. You will need to contact the City of Odessa to make payment arrangements and sign up. ECUD water bills do not offer a payment option to Lifeline services. 

  • There are new payment options and locations. After 9/9/21 the City of Odessa will no longer accept your payments at City Hall or their other locations.

  • You will be able to voluntarily donate $1 each month which will go to the West Odessa Volunteer Fire Department. Just add $1 to your total bill due to opt-in each month.

Like most transitions in online software, there will be a period of change for user accounts. Customer Service will provide online account support as well as telephone support. For more information and details on this software upgrade, please call us at (432) 381-5525 or email us.

  • Friendly and helpful Customer Service provided by ECUD employees in West Odessa

  • An improved payment website - including the ability to have your bill emailed to you instead of mailed (go paperless!)

  • In-person payment locations in West Odessa zip codes 79763 and 79764 - no need to drive downtown to City Hall

  • Online payment options

  • Pay by QR Code

  • Pay by email link

  • Pay by phone
