More Good News From Your Ector County Utility District
As of August 12, 2022, we have another water line placed in service. This water line is another 12 inch that runs from 16th Street to 26th Street along Tripp Avenue. This water line is part of our pressure plane west of Tripp Avenue. This water line has also stabilized volume and pressure south along Moss Avenue from Swan Road through the neighborhoods along Moss Avenue to the Truck Stops. This water line is allowing ECUD to decommission the Moss Pump Station. ECUD will have more good news in weeks to come.
After six years to the month of exhausting hard work through planning, modeling, studying the growth areas of West Odessa, working toward financing, more planning, more engineering, researching our piping system, more planning, more engineering, as well as working with the City of Odessa, Ector City Road and Bridge, ECISD, various Oil and Gas pipeline companies, and the Great State of Texas, ECUD is finally filling “OUR” water tower on Tripp !!!
This is something the citizens of West Odessa have needed badly for growth and future planning.
After dealing with West Odessa water issues since 1962, I thank God for the guidance and knowledge as well as the opportunities to be associated with water throughout my life and have had the good fortune to be able to work with a few good people over the last six years that could actually make this happen.
Please thank all of the hard working and dedicated ECUD personnel working toward a premier and respected water system in Texas.

The Tripp Water Tower is officially in service!
As of October 5, 2022, we are happy to say that our 16” water line from 16th Street to Tripp Water Tower is now in service. This will help with pressure and volume in the area south of 16th Street and east of Tripp Avenue all the way towards Loop 338.
As of October 5, 2022, a 12” water line from 26th Street to Hutson Road along Tripp Avenue is also placed in service. This will help with pressure and volume south of University Boulevard between Tripp Avenue and Moss Avenue.

Recent Ruling on New Amendment of By Laws by Public Utility Commission
The company has experienced a substantial loss due to previous tenants’ delinquent payments. As a result, under their new bylaws passed in June, ECUD made the decision that property owners who rents property to another, and the tenant has water, wastewater, or trash collection services in their name, the owner of the property will be responsible for the tenant’s delinquent utility bills and any other incurred expenses. CPD investigation has determined that the ECUD has acted consistently with Substantive Rule §24.247(a)(4), relating to requirement to provide continuous and adequate service. The rule states any retail public utility which possesses or is required by law to possess a certificate of convenience and necessity or a person who possesses facilities used to provide utility service must provide continuous and adequate service to every customer and every qualified applicant for service whose primary point of use is within the certificated area and may not discontinue, reduce or impair utility service except for other similar reasons in the usual course of business without conforming to the conditions, restrictions, and limitations prescribed by the commission.

Annual Report
This annual report provides information on the Ector County Utility District’s drinking water. The United States Environmental Protection Agency (EPA) requires that all drinking water suppliers in the country provide a water quality report to their customers on an annual basis.

Meeting information
The ECUD Board of Directors generally (except December) holds regular meetings once a month typically on the second Wednesday. Regular meetings usually start at 2:30 PM and are held at 1039 N. Moss Ave, Odessa, TX 79763.

ECUD is proud to announce that we can now detect abnormal flows of water in certain areas of the district.

ECUD has recently noticed an increase of up to 400 gallons per minute west of the Murry Fly Elementary School between the hours of 10 am and 1 pm.
If anyone is witness to ECUD water misuse, please call the ECUD office at (432)381-5525.
